Question 1

What is a service dog?

Accepted Answer

Under the ADA, a service dog is individually trained to perform specific tasks that mitigate a handler's disability. A vest, registration, or certificate does not make a dog a service animal — task training does.

Question 2

How do I get a service dog?

Accepted Answer

A legitimate service dog is trained for the specific tasks your disability requires. You can owner-train with professional guidance, work with a program, or adopt a trained dog. Tactical Tails Bootcamp in Waianae, Hawaii trains service dogs and can guide you through the process.

Question 3

What can a service dog do in public?

Accepted Answer

A trained service dog stays quietly at the handler's side, performs its trained tasks, and ignores distractions. It does not bark, beg, sniff merchandise, jump on people, or wander — a dog doing those things is not behaving like a trained service dog.

Question 4

Can a landlord deny a service dog?

Accepted Answer

Under the Fair Housing Act, a landlord must make reasonable accommodation for a service dog even in no-pet housing. Denial is only allowed if the dog poses a direct threat, causes major damage, or is not under the handler's control. Breed, size, and weight restrictions do not apply.

Question 5

What is the difference between a service dog and an emotional support animal?

Accepted Answer

A service dog is trained to perform specific disability-related tasks and has public access rights under the ADA. An emotional support animal provides comfort by presence alone and does not have the same public access rights — it is protected mainly in housing and air travel contexts.

Question 6

Is a service dog vest required?

Accepted Answer

No. The ADA does not require a service dog to wear a vest, harness, or ID. A vest is a courtesy to the public, not a legal requirement — and a vest alone never proves a dog is a trained service animal.

Question 7

Is it illegal to fake a service dog?

Accepted Answer

Yes. Misrepresenting a pet as a service dog is illegal in many states, including Hawaii, and can carry fines and misdemeanor charges. Fake vests harm real handlers by eroding the trust businesses extend to legitimate teams.
